Display instruction cards from multiple locations

Is it possible to have an instruction card in the "_Default" folder that should always be displayed, and then another instruction card in a specific game folder that is only displayed when that game is selected?

I'm trying to do this but the instruction card in _Default is being ignored - although I think this is an expected behaviour. Do I need to leave a copy of the "default" instruction card in each folder that has specialized instruction cards, or is there an easier way?

I've been playing a bit more but it seems that there's no way to do this unless I put a copy of the instruction card in each rom bezel folder... that's doable, but it feels like there should be an easier way!
