If the commands are working outside of RL then chances are it's a permissions issue requiring you to have RL set to run as admin.

I don't use HyperMarquee or marquees at all in general so I have no idea about that.

With the exception of the PCLauncher module running programs before or after game launch has to be done via user functions.
