Picking a default emulator - list is empty

I'm putting together a RL-based system and would like to have two sets of games - the "all the MAME roms" menu and the "picked list" menu. I'm also using RetroFE. Here's what I'm trying and what's not working:

In RetroFE create a system called "Arcade" - works.
In RLUI create a RetroFE frontend - works, and I see Arcade
In RLUI click Arcade, then pick Emulators, then try to set MAME as the emulator - but the list of emulators to pick from is empty.
In RLUI go back to Global and there's a pile of emulators

So clearly RLUI is name-matching what emulator can be picked as a default - how do I stop that from happening?

There's a setting for it in the RLUI tab, don't recall the exact name and can't check atm.

On the RLUI tab -> Settings tab uncheck the "Valid Emulator/Modules Only" checkbox in the General Options section.
